In accordance with the MCC By-laws:

Criteria

A medical graduate can be registered in the Canadian Medical Register provided he/she falls under one of the following two categories:

  1. candidates who have successfully completed the MCCQE prior to 1 January 1992, upon submitting evidence in the form determined by the Executive Director and certified by a provincial medical regulatory authority confirming satisfactory completion of 12 months' postgraduate clinical medical training in a program acceptable to that medical regulatory authority; or upon successful completion of the MCCQE Part II; or
  2. after 1 January 1992, candidates who successfully complete the MCCQE Parts I and II.

LMCC

A physician who meets the foregoing requirements is enrolled in the Canadian Medical Register as a Licentiate of the Medical Council of Canada (LMCC) and receives a Certificate of Registration (wallet-size plastic card). This certificate serves as official proof of registration. If submitted to a medical regulatory authority or other agency, it should be recovered by the owner for further use as required. A testamur (suitable for framing), intended for display purposes rather than as official proof of registration, is also provided.

Limitations

The LMCC is not a license to practice medicine, the issuance of such being a function of the medical regulatory authorities. When a candidate has satisfied the various requirements imposed by the medical regulatory authority, the final step towards licensure to practice is to submit an application to the Registrar of that medical regulatory authority.
